How to apply for the PDE: Complete guide for Andorran businesses

If you have a business in Andorra and are thinking about going digital, there's a subsidy you can't afford to miss: the Business Digitalization Program (PDE). In this guide we explain step by step how it works, who can apply and how to get the most out of it.
What is Andorra Digital's PDE?
The PDE is a subsidy program driven by Andorra Digital that aims to help Andorran businesses incorporate technology into their operations. It can cover everything from creating a website to developing apps, online stores, artificial intelligence solutions or any digital transformation project. The program is part of Andorra's strategy to become a digital reference in the Pyrenees.
Who can apply for the PDE?
All businesses registered in Andorra can apply for the PDE, from freelancers to companies. Size doesn't matter: whether you're a restaurant in Encamp or a dental clinic in Escaldes-Engordany, you can qualify for the subsidy. The only fundamental requirement is that the business is up to date with its tax obligations to the Government of Andorra.
How much can you receive?
The PDE offers direct subsidies for each type of digital solution: up to €1,500 for websites, €3,000 for AI, €1,500 for e-commerce, €500 for SEO, among others. The total subsidies can reach up to €6,000 per company (for micro-enterprises with 1-5 employees). For example, if you contract a website (up to €1,500 in subsidy) and an AI project (up to €3,000), you can receive up to €4,500 in direct subsidies. Small businesses can receive up to €5,500, medium businesses up to €4,000 and large businesses up to €3,000. Check our pricing guide for specific examples.
The 3 phases of the PDE
The PDE process is divided into three clear phases. Phase 1: complete the digital maturity self-assessment, a free online questionnaire (~30 min) that evaluates your business across 6 dimensions and gives you a report with your digital maturity level. Phase 2: receive personalized advisory, where an Andorra Digital-approved consultant analyzes your business over 3-5 weeks and develops a tailored roadmap with specific actions, timeline and KPIs — this phase is subsidized by the program. Phase 3: implement the recommended digital solutions with a registered provider (like Pixel Bytes), then justify the completed project with invoices and proof so the Government verifies and pays the subsidy.
Requirements and documentation
To apply for the PDE you will need: certificate of registration in the Trade Registry, certificate of being up to date with tax obligations, detailed budget from the supplier (we prepare it for you), project description explaining how it will improve your business, and bank details where you want to receive the subsidy. The process may seem complex, but the reality is that with a good supplier by your side, it's quite straightforward.

Tips to maximize your subsidy
To maximize your subsidy, keep these tips in mind: plan your project well before applying (a well-defined project gets approved faster), take the opportunity to include everything you need (website + SEO + app, for example, it all counts), keep all documentation from day one, choose a PDE-registered supplier (like Pixel Bytes) to speed up the process, and don't wait until the last minute as calls have a limited budget.
