The Government of Andorra subsidizes between 65% and 75% of your digital project. We help you with everything.
The Business Digitalization Program (PDE) is an initiative of the Government of Andorra, managed by Andorra Digital in collaboration with Andorra Business and the Chamber of Commerce. It is part of the Digital Transformation Strategy 2030 and aims to drive the digitalization of businesses in the Principality through direct subsidies and soft loans.

How does the PDE work?
The program follows 3 sequential phases. Each phase must be completed to access the next one.
Phase 1: Digital maturity self-assessment
Free · ~30 minComplete a free online questionnaire (~30 min) that evaluates 6 dimensions of your business: strategy, processes, infrastructure, products, cybersecurity and AI. You will receive a report with your digital maturity level and recommendations.
Phase 2: Personalized digital advisory
Subsidized · 3-5 weeksA consultant approved by Andorra Digital analyzes your business over 3-5 weeks and develops a personalized roadmap with specific actions, timeline and KPIs. This phase is subsidized by the program.
Phase 3: Digital solutions implementation
Subsidies + Soft loansImplement the recommended digital solutions with a registered provider from the catalog. You can access direct subsidies for each solution and soft loans to finance the investment.
Soft loans: preferential financing
In addition to direct subsidies, the PDE offers soft loans to finance the portion of the project not covered by the subsidy.

Questions about the PDE
Any company or self-employed individual registered in Andorra can apply for the PDE, regardless of size. You must be up to date with your tax and social security obligations. Micro-enterprises (1-5 employees) receive the highest subsidy: up to 6,000€. Large businesses (100+ employees) can receive up to 3,000€.
The subsidy covers between 65% and 75% of the solution's cost, depending on the company's size. Additionally, each type of solution has a maximum amount (for example, 1,500€ for websites, 3,000€ for AI). The company can combine multiple solutions up to the total limit based on its size.
Phase 1 (self-assessment) is completed in 30 minutes. Phase 2 (advisory) takes 3-5 weeks. We handle the subsidy application for Phase 3 in a few days, and the Government typically resolves it in 4-8 weeks.
Yes! The PDE is not exclusive to new websites. You can apply for the subsidy for redesigns, online stores, AI projects, SEO or any digitalization project that improves your business.
The standard process is that the client pays for the project and subsequently receives the Government subsidy. Additionally, you can access soft loans at 0.95% interest with the first two years interest-free to finance the investment.
In addition to direct subsidies, the PDE offers soft loans (preferential loans) at 0.95% interest, with the first 2 years interest-free and up to 5 years to repay. It is an option to finance the portion of the project not covered by the subsidy.
